I'm not really big on making any large influential additions to the city, because between the evil mayor/hero son and split city tensions (assuming they're kept), I really don't think we need more big events going on than there already are. With that said, I think what would be better is if we focused more on small details rather than large ones, and actually build up a city that actually has everyday things that go on, instead of being filled only with "extraordinary" things.
"Outside the city there is a smoky bar that has an old record player that endlessly loops an old jazz album of unknown origin. It is frequented by many residents of the city, and in the darkness and smoke, it is hard to tell one people apart. Residents from both sides and all walks of life are regulars, and it is one of the few places that has stayed uninvolved in the tensions."
I don't have many ideas as far as names go. The first thing that comes to mind is:
Winnebago -> Loseabagel (Luzabagel? Luza Bay Gull? Luza Bay... whatever)
I don't like it much.
